The Mayor's Office of Recovery Services (ORS) leads all substance use recovery policy and initiatives for the City of Boston. Working in tandem with all City of Boston departments, ORS builds unique partnerships with State & Federal entities, local service providers, and the recovery and prevention community to coordinate citywide strategies. The Community Affairs Program Manager position will expand ORS' existing community engagement, outreach, and policy development work. The Community Affairs Program Manager will serve as the primary constituent liaison around recovery-related issues, and will work closely with community groups, neighborhood associations, foundations, and businesses to increase community awareness of recovery efforts. Additionally, the Community Affairs Program Manager will work with City and State agencies to help craft new initiatives and track legislative efforts. The Community Affairs Manager will also assist the Director of the Office of Recovery Services on initiatives and projects related to the general mission of the Office. Duties: In coordination with the Office of Recovery Services: Represent the Office of Recovery Services at community and neighborhood association meetings, including nights and weekends. Provide updates on recovery services efforts across the City. Directly assist the Director of the Officer of Recovery Services on initiatives and projects related to the general mission of the Office. Facilitate internal and external meetings with Recovery Services staff, community members, and/or partner organizations. Work with foundations and private sector organizations to increase their awareness and support of recovery-related efforts in Boston. Work with community-based organizations and resident associations to increase their engagement with recovery-related efforts in Boston. Act as the Office's primary constituent liaison around recovery-related issues in the city. Liaise with City and State agencies to help the Office implement new initiatives. Review local, state, and federal legislation to track legislative activities related to substance use and recovery services. Provide timely and high-quality completion of all deliverables. Update ORS staff on new issues, trends, news etc. related to community issues. Activities will include community organizing, report writing, meeting coordination and facilitation, training, legislative review, technical assistance to community partners, and community outreach. Develop, implement and manage projects related to Community Affairs. These projects should ensure effective operations and compliance with established standards, contracted goals, and objectives. Works in a confidential capacity. Operates independently. Uses independent judgment and discretion to make decisions affecting the department and staff as it relates to unit operations/services and BPHC policy. Make and recommend management and personnel decisions for, including but not limited to promotion, transfer and assignment of staff, and imposition of discipline. Perform other duties as required. Minimum Qualifications BA/BS in Political Science, Public Health, Public Policy, or another related field required and 3-5 years work experience in public health program coordination, management and/or community organizing. Significant work experience may be substituted for undergraduate degree. An advanced degree may substitute for up to 2 years of the required experience. Program evaluation experience preferred. Experience in substance use community health planning, community organizing and providing technical assistance is essential. Project management experience preferred. Strong group facilitation skills required. Strong written and verbal communication skills required. Leadership capability and demonstrated successful experience working with diverse populations is required. Experience conducting community outreach, community organizing, or working with community residents is preferred. Bilingual language capability preferred. Must be able to operate independently and under tight deadlines. Must be detail-oriented with excellent time management skills.
