Reporting directly to the Director, Enterprise Applications, the Manager of Application Services is responsible for a significant degree of planning and implementing of new application solutions across the Network, and affiliated locations. The Manager has a leading role in optimizing and maintaining efficient operations of business, administrative and clinical systems at all sites. The Manager provides input to procurement process, strategic design and enablement of solutions in areas of workflows, system and data integration and development. The position oversees and manages the day to day operations of all applications; risk mitigation, issues management, measuring and monitoring performance and compliance with protocols. Solutions design and planning are focus at the cross sites Network level to support hospital strategic plans, efficiencies and effectiveness across all sites. Human resource management in areas of utilization, professional development and performance management are major components of this role; across functional teams and sites. The position has extensive vendor and customer relationship management and advocacy for the Network in the delivery of optimal solutions. The role has accountability of operating budget planning and management; contracts evaluation and maintenance and renewals. Responsibilities & Activities: Participates in the assessment, planning and design, development and implementation of new solutions for the integrated sites. Prepares comprehensive briefing notes, business cases, technical and process workflow documents to support assessment outcome. Accountable for optimization of existing applications to enable efficiency across the Network sites and applications. Manage implementation of approved protocols and processes to support corporate Network initiatives. Responsible for the integration of application services across sites following departmental framework and process. Accountable for highest level of operation effectiveness. Prepares and presents business cases, policies and procedures to all levels of staff. Liaises closely with corporate and department leaders on issues resolutions and optimization; provide comprehensive work plans on development, timelines, budget and resource utilization. Conduct regular reviews of application software and hardware specifications for appropriateness and applicability to all standards. Participates in in solution procurement process as assigned. Communicates, facilitates and utilizes change management strategies that are consistent with corporate change management principles to engage stakeholder and user acceptance of new processes and technologies; Conducts on-going evaluation and recommendations of current trend and technologies to enhance operations efficiencies across sites. Consults with leadership in the development and refinement of operation guidelines and policies that will maximize technologies, resources and budget to support Network initiatives. Liaises as key point of contact for external partners and vendors to develop alliance. Develop, align and enable application roadmap; works with corporate and departmental stakeholders to assess and prioritize operational requests and initiatives. Manages cross sites contracts to maintain currency of terms and status. Prepare business case and negotiate new terms and contracts when required. Manages multiple cross sites corporate and operational initiatives simultaneously and effectively. Coordinates and facilitates team and departmental work group meetings with stakeholders to align operations priorities, plans and resources. Responsible for developing an efficient resources utilization strategies across Network sites. Responsible for recruitment of staff, performance development and monitoring, and day to day management of 35+ team members across sites. Acts as coach and mentor to teams and direct reports; defines accountabilities while leading and supporting the achievement of performance goals within functional area of responsibility; Provides advancement opportunities to facilitate development/attainment of leadership skills and technical competencies for the provision of excellence in work activities; Ensures operations efficiency are maintained while identifying opportunities for cost savings and revenue generation; Maintains full responsibility for planning, monitoring, managing and assigned departmental budget. Track and review budget expenditures, conduct cash flow analysis on a regular basis to maintain a balanced budget. Overview of Requirements: Proven minimum 5 years of health care management experience, in particular with system implementation, operations and integration development in the Information Technology operations environment. Undergraduate degree or certification in Health Information Technology or Computer Science required. Minimum 5 years’ experience in an acute care environment with in-depth knowledge of health care business, clinical and application workflows, data integration and development, process design and IT operations. Demonstrated skills in managing complex business and clinical information system projects and managing large scale, multi-site operations. Proven knowledge, experience and application of project management methodologies. Demonstrated ability to work collaboratively and effectively with all level of staff. Proven strong change management skills and process improvement experiences. Detail oriented, strong analytical and strategic thinking skills. Excellent organization skills, demonstrated effectiveness and efficiencies in managing priorities, workloads and business plans. Strong interpersonal skills and ability to work effectively in resource management and utilization. Demonstrated strong written and verbal communication skills and proven effective presentation skills to all level of staff. Ability to multi-task with a high degree of focus and to maintain timelines and budget. Proven strong budget and finance management skills. Demonstrated high level of creativity, resourcefulness and self-direction. Function within a 7/24 environment and be on-call during off hours.
