Halifax Regional Municipality is inviting applications for two permanent, full-time positions of Labour Relations Specialist in Employee Relations, Human Resources. The Labour Relations Specialist (LRS) is a labour professional who is responsible for the delivery of expert advice to clients across the organization to support the best possible labour relations outcomes for the municipality (taxpayer). LRS' develop, foster and maintain effective communication with clients across the organization and develop a deep understanding of the strategic imperatives in respect of the assigned business unit clients to support the best possible labour relations outcome for the business unit and the Municipality. Although the Labour Relations Specialist duties and responsibilities are generally aligned with a particular bargaining unit(s), LRS' provide the full range of labour relations professional services to any employer business unit client or HR colleagues or act as a contributor to assigned multi-disciplinary teams/projects to support best labour relations practices with the Employer. DUTIES AND RESPONSIBILITIES: Fact-Finding/Investigation: Supports managers/supervisors through workplace investigations including: assisting with development of investigation plan, drafting of questions, advising on procedural issues, analyzing evidence, drawing conclusions and making recommendations for corrective action where appropriate Collective Bargaining: Leads collective bargaining preparations including: seeking and compiling stakeholder feedback, gathering relevant research and data, analyzing industry trends, preparing briefing notes for senior management and Council reports, drafting proposals, drafting communications to the union. Leads or participates as a member of the management bargaining team Responsible to maintain accurate records of agreed-upon issues throughout negotiations and to work with the union to finalize the content of the new collective agreement Leads roll-out and implementation of new collective agreement as required Grievance Management:*Supports managers/supervisors through the grievance process in accord with best labour relations practices including providing advice on strategic grievance handling, grievance processing, procedural requirements, dispute resolution options Tracks grievance trends to identify collective bargaining priorities and/or change management opportunities Union-Management Relations:*Plans and assists clients in implementing strategic labour relations communications in a multi-union environment. Provides labour relations expert advice to clients to help them lead change management initiatives in respect of the organized workforce to support business and corporate outcomes Progressive Discipline*Researches case law, analyzes mitigating/aggravating factors and provides recommendations to clients on appropriate disciplinary action Collective Agreement Administration: Serve as a source of expertise with respect to the collective agreement and bargaining history Contribute to the review, revision, introduction and implementation of new or updated policies, guidelines and processes to clients, in accordance with KVP principles Training/Education/Coaching: Develops and delivers training on a variety of labour relations topics Prepares summaries and other educational materials for managers/supervisors on a variety of labour relations topics Human Rights/Other Legal Obligations: Act as the HR labour expert resource for clients, HR colleagues, and other colleagues with regard to knowledge of labour relations legislation Provides human rights advice in respect of duty to accommodate and bona fide occupational requirements QUALIFICATIONS Education and Experience: Business Degree, Law Degree, Masters in Human Resources and Industrial Relations or University Undergraduate degree with exposure to Industrial Relations. A minimum of two years' experience in advising employer clients as a labour specialist in the public sector or private sector or equivalent education and related experience. Experience in collective bargaining as a bargaining team member or research support an asset. Must have demonstrated experience communicating effectively in person and in writing. Technical / Job Specific Knowledge and Abilities: Knowledge of labour relations legislation including but not limited to: Trade Union Act, Labour Standards Code, Human Rights Act, OHS Act, WCB Act. Labour legal research and writing skills. Security Clearance Requirements: Applicants may be required to complete an employment security screening check. Please note – Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. Candidates, who are selected for testing, may be tested in a group setting, scheduled at the employer’s discretion. Some overtime and flexible hours may be required to meet operational demands. Depending on the portfolio, the incumbent may be required to travel to multiple work locations within HRM to meet with clients. As such, access to reliable transportation is a requirement of the position. SALARY: Non Union Level P2; $68,600- $101,000, commensurate with education and experience WORK LOCATION: 8th Floor, Purdy's Wharf, Tower 2, Halifax.
