The Federal Reserve Bank of Minneapolis is located in Minneapolis, Minnesota, with a branch office in Helena, Montana. The Bank represents the Ninth Federal Reserve District, which includes Montana, North and South Dakota, Minnesota, northwestern Wisconsin and the Upper Peninsula of Michigan. The Bank participates in setting national monetary policy, supervises numerous banking organizations, and provides a variety of payments services to financial institutions and the U.S. government. The Bank currently operates with a staff of approximately 1,000 employees. Role Description The Federal Reserve Bank of Minneapolis (Bank) seeks a Vice President (VP) for its Human Resources and Inclusion department (HRI). The HRI VP provides outstanding leadership to the Bank and oversees the overall HRI strategy, participating as a strategic business partner in the development and management of programs that will drive business success, promote inclusion, and allow employees to realize their full potential. The candidate should possess the ability, willingness, and stature to become the potential successor to the Senior Vice President/Chief Human Resources Officer. Reporting to the Senior Vice President/Chief Human Resources Officer, this executive level position has primary day-to-day leadership responsibility for a staff of 26 HRI employees. Specifically, the HRI VP will manage the delivery of human resources solutions including talent acquisition and planning, performance management, compensation and benefits administration, training and development, employee relations, and data analytics. This position is responsible for creating a work culture of inclusion and employee engagement as well as working with individual business lines to address unique issues. The HRI VP will also serve as the Deputy Director for the Bank’s Office of Minority and Inclusion, which housed within the HRI. The HRI VP provides thought leadership and forward-leaning practices that support creativity and innovation. The HRI VP works effectively across the organization with a Bank-wide and System-wide perspective with an emphasis on collaboration and consensus building. The successful candidate will have a minimum of 10 years of demonstrated, progressive, and relevant leadership experience as a Human Resources leader, with established record of delivering results in a in a complex environment, as evidenced by an established record of achievement leading or sponsoring large, successful programs. The candidate will have a proven ability to think and act strategically and critically while interacting with a diverse group of executives, managers, and professionals. The candidate must deliver customer-focused services, meet critical deadlines, manage ambiguity, work across highly independent business units, and deal with difficult situations as routine. The ability to maintain integrity, honesty, and respect for every employee is paramount. Key Responsibilities Lead and develop a high performing HRI team focused on strategic and tactical programs/ initiatives to accomplish Bank goals. Provide leadership in the development and implementation of the Bank’s human resources services, policies and programs covering recruiting/retention, employee engagement, training and organizational development, diversity and inclusion, succession planning, compensation, benefits, and Equal Employment Opportunity (EEO) compliance. Anticipate and plan for long-term Bank human capital needs. Oversee the administration of the Bank’s human resources information system including its transition from PeopleSoft to Workday. Utilize analytics to support, measure and monitor the progress of HRI programs/initiatives, employee engagement and the overall employee experience. Provide leadership to the Bank’s Office of Minority and Women Inclusion. Work with Bank officers and managers to plan and execute diversity and inclusion strategies designed to foster inclusion and employee engagement. Provide guidance and consultation to the Bank’s Employee Resource Networks. Identify and develop staff with leadership and management potential. Recruit, retain, and foster development of staff with an appropriate mix of management, interpersonal, and technical skills. Provide a direct communication channel between senior management and department management. Focus on and implement HRI and Bank innovation efforts, particularly those that help enhance the employee experience. Identify and act on opportunities to improve efficiency and quality of daily operations and services. Serve as an internal consultant providing expert advice and counsel to leaders throughout the Bank on human resources and inclusion issues. Collaborate with business lines to achieve key objectives, especially in areas such as talent development, performance management, policy interpretation, and compensation. Ensure audit and financial compliance to ensure the highest level of public confidence and operational integrity. Work with HRI staff to ensure the assertion letter related to AS5 financial controls is supported by rigorous reviews and testing of key controls. Develop division budget and present it to senior management for consideration and approval. Monitor actual expenses; assure significant deviations from the plan are communicated in a timely manner to senior management. Engage with human resources/diversity and inclusion professionals at the System level and within the external community to identify next level practices and emerging trends. Represent the Bank on System work groups, as needed. Promote an environment where all employees feel they belong and can contribute to the Bank's work. In addition, model and develop an organizational culture that encourages strong employee engagement, fosters a diverse and inclusive workplace, and reduces barriers to productive work. The HRI VP will also be responsible for other specific duties and responsibilities that may be assigned, as needed. Qualifications Education and Experience: Bachelor's degree required. Graduate degree in related field and/or a PHR, SPHR or GPHR certification preferred. Ten or more years of relevant human resources leadership experience in a complex business environment, as evidenced by an established record of achievement. Experience must include at least 6 years of demonstrated leadership capacity. Experience in transitioning operations to a cloud-based enterprise human capital management system preferred. Leadership Skills: Excellent interpersonal, leadership, and negotiation skills. Proven direct management and leadership experience. Sound judgment when deciding which issues to resolve directly, which the team can resolve directly, and which require senior management attention. Discretion and sensitivity in handling confidential, varied and complex issues. Strong leader, who operates in a transparent manner, manages and inspires the HRI team, and encourages cooperation across the organization and functions. Business Expertise: Proven business acumen, strategic planning skills and experience with an emphasis on innovation and automation. Successful experience in leading change and facilitating change management initiatives. Expertise in building and successfully implementing people and leadership development programs. Current with HR industry best and next practices. Communication: Excellent communication skills (written and oral), as well as effective presentation and persuasion capabilities, and management presence that elicits confidence and credibility. Demonstrated ability to develop trusting working relationships with Bank and System leaders and build consensus around HRI strategy, policy and practices. Results: Demonstrated organizational skills with the ability to identify priorities, drive performance, execute plans on schedule and achieve desired outcomes. Strategy and Innovation: Resourceful, flexible, and open to new ways of thinking, with the ability to drive change. Demonstrated strategic and critical thinker with the analytical skills necessary to evaluate, organize, and direct complex projects and programs.
