The USAID-funded project, Linkages Across the Continuum of HIV Services for Key Populations Affected by HIV (LINKAGES), under the President's Emergency Plan for AIDS Relief (PEPFAR) program is implemented by FHI 360 in partnership with Pact, IntraHealth International and the University of North Carolina at Chapel Hill, and conducts a range of activities to reduce HIV transmission among key populations (KP) — sex workers, men who have sex with men, transgender persons and people who inject drugs — and improve their enrollment and retention in care and treatment across the HIV cascade. LINKAGES will accelerate the ability of governments, key population leaders, organizations working with key populations, and private-sector providers to plan and implement services that reduce HIV transmission among key populations and their sexual partners and extend the lives of those already living with HIV. The key elements of the FHI 360-led team’s strategic and technical approach are: Identifying key populations and locales and comprehensively assessing risk, Diagnosing “leaks” and revealing access barriers within the HIV services cascade, Scaling up “what works” while innovating to ensure the most strategic use of resources and access to newly emerging technologies, Addressing structural barriers and transforming local KP organizations, Ensuring interventions are sustainable over the long term, and Supporting the mainstreaming of human rights, gender and competency and capacity development. Job Summary: The Senior Technical Officer, HIV Community-Based Services is responsible for providing technical and programmatic assistance in HIV community-based services for the LINKAGES project. The position is focused on enhancing ART retention for PLHIV so that they remain in treatment services and move towards viral suppression. Moreover, HIV community-based services include outreach for key populations; case finding and management across the HIV cascade; the introduction of innovations, and the use of information communications technologies (ICT4D). The menu of LINKAGES assistance is outlined in the LINKAGES package of direct service delivery and technical assistance support. Under the guidance of the Technical Advisor, Community-Based Services, the Senior Technical Officer, HIV Community-Based Services oversees HIV community-based strategies, interventions, CSO implementation and partnerships. S/he is responsible for (a) providing technical leadership, assistance and oversight on HIV community-based services; (b) ensuring the quality and use of data across community-based programming; (c) introducing community-based programmatic innovations in targeted sites; and (d) contributing to the Indonesia evidence base in HIV outreach. S/he will also be responsible for carrying out deliverables outlined in quarterly workplans and ensuring that CSO performance milestones are achieved. S/He will facilitate coordination of all community-based services with provincial and district level GOI and CSO stakeholders. The position will be based in Jakarta. Suitably qualified candidates openly living with HIV and/or who are representative of the key populations affected by HIV are actively encouraged to apply. Accountabilities: Responsible for the implementation, monitoring and oversight of LINKAGES HIV community-based services strategy. Together with Technical adviser develop local strategies for related community-based services support at various level. Develop, implement and test HIV case management innovations, in collaboration with other relevant teams. Advance scientific evidence base for HIV community-based programming. Ensure the achievement of high-quality results/deliverables in accordance with the targets identified in the LINKAGES work plan and performance monitoring plan. Coordinate with the Ministry of Health, Provincial Health Office, District Health office, Provincial AIDS Commission, District AIDS Commissions, and targeted CSOs to support direct service delivery and technical assistance for HIV community-based services. Produce timely and accurate technical reports and materials, as required by the LINKAGES program. Together with ICT and M&E team develop appropriate quality control and quality assurance systems for all aspects of HIV community-based services. Monitor to assess the efficacy of the case management implementation plan and periodic re-evaluation and revision of the plan as necessary. Provide case management technical assistance to all LINKAGES partners. Ensure the coordination and communication link between CSOs and health providers for the benefits of clients. Make sure that most clients enroll in medical case management program provided. Advance technical leadership on the HIV CoPC cascade and facilitate community-facility linkages. Work with relevant stakeholders to monitor all community-based service activities in the targeted districts and identify significant issues and provide recommendations to improve the LINKAGES program. Oversee and make sure that LINKAGES’ partners complete all documentation to show evidence of case management service. Represent LINKAGES at appropriate meetings and conferences. Oversee the technical outputs of any LINKAGES-supported consultants placed at provincial, district or site levels for community-based services. Report regularly to the Technical Advisor, Community-Based Services on progress and status of LINKAGES HIV community-based service activities. Perform other relevant duties as assigned. Qualifications: Established knowledge and practice of HIV community-based services Understanding of the HIV-related needs of key population groups in Indonesia, including female sex workers, men who have sex with men, PWID and transgender individuals, including partners of key population. And has worked to support and implement HIV community-based activities that reduce stigma and discrimination Excellent and demonstrated outreach and capacity building skills with some skills on project management Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues among key populations in Indonesia Ability to exchange information and collaborate with colleagues and peers within and outside the organization/project Ability to meet deadlines with strong attention to consistency, detail, and quality Ability to travel within country or region and internationally if needed Minimum Requirement Standards: Education/Experience: Bachelor’s degree in relevant field (preferable medicine, social science, public health), Post-graduate is desirable. Experience working with PLHIV or other chronically sick individuals. At least 5 years of demonstrated key or priority population group technical expertise Demonstrated capacity building, coordination and partnership experience Fluent in Bahasa Indonesian; at least basic proficiency in both written and spoken English language Experience with U.S. government rules and regulations and experience working in an international NGO/PVO environment desirable.
