Please note this is a term/secondment position for up to 18 months. This position is responsible for providing professional services such as leading, developing and facilitating the development of policies, strategies and plans within certain areas of expertise including enforcement, regulatory best practices, Community Standards Bylaw and various civic bylaws. This position conducts multi-disciplinary research and statistical and trend analysis to ensure recommendations are consistent with the corporate strategic plan, division, department, and branch business plans and budgets, and with public policy priorities. This position will provide timely and relevant information to the Branch and Department for the purposes of planning effectively in response to trends, addressing public policy issues, and providing both internal and external customers with high quality, current information on business development, demographic, and social change. This position will also support performance management measures in addition to target setting and outcome measures for both policies and joint research initiatives. The work requires the employee to exercise judgement, initiative, and creativity. The nature of the work involves and requires a significant degree of independence, although the work is performed within the broad parameters and guidelines of departmental regulations, standards and policies. Typical duties include: Facilitates the development of public policy, strategies, and plans related to areas of expertise namely The Community Standards Bylaw and The Clean Property Bylaw. Conducts primary and secondary research in areas such as industry best practices and current legislation to identify and prioritize needs using a variety of qualitative and quantitative methodologies. Provides policy interpretation, conducts policy reviews, and provides input for department plans and programs. Facilitates public consultation processes with internal departments, committees of Council, external professionals, government officials, and other stakeholders and analyzes results. Develops project plans and manages projects using project management principles and techniques. Leads procurement of consulting services for policy development and research studies, and subsequently manages consulting services. Coordinates the development, management, implementation, and monitoring of Branch plans and processes. Responds to enquiries and correspondence related to matters of Branch policies, strategies, plans, and projects. Assists the Branch on various community and corporate project committee teams, as required. Prepares reports to committees of Council, as required. Perform related duties as required. Candidates will be screened on the following criteria: *** To be considered for this position you must clearly identify your qualifications, experience, knowledge, skills and abilities and where you obtained them in your application/resume. *** The knowledge, skills and abilities for this position are typically obtained through a university degree in Urban Planning, Public Administration/Policy, Economics, Political Science, Social Science, Business or related Planning discipline combined with three (3) years experience in planning, policy analysis, and development and research or an equivalent combination of education and experience. Knowledge of public and private sector organizations, community organizations, municipal government planning and program processes. Knowledge of policy development, project management, strategic planning and applied research and analysis. Knowledge of applicable legislation, policies, and practices. Knowledge of program and service delivery by public, private and non-profit sectors related to area of expertise. Knowledge of public engagement process, group facilitation, team building, and group dynamics. Knowledge of current standards, trends, needs and evaluation principles and methods applicable to area of expertise. Skill in gaining cooperation among diverse individuals and groups, including the ability to negotiate mutually beneficial agreements and to manage change through decision-making, problem solving, and consensus building. Ability to establish effective working relationships with all levels of staff and with stakeholder groups. Ability to facilitate and develop public engagement processes and multi-level partnerships with the public and other agencies. Ability to communicate ideas and concepts effectively in oral and written form to a variety of audiences, including formal public presentations, written reports, and the development of a delivery of training and resource materials. Demonstrated skill in research, analysis, action planning, budgeting, management reporting, and time management. Ability to analyze data, situations, and problems, document findings, draw conclusions and recommend required changes. Ability to prepare and present comprehensive plans, reports, and submissions. At minimum, possess intermediate level skills in Microsoft Word, Excel, and PowerPoint, or similar productivity and presentation software.
