Blue Mountains City Council has two Waste Management Facilities located within the Local Government Area. The sites are operated by Cultural & Community Services on behalf of the Council Waste Resource Management is to deliver quality outcomes more effectively and efficiently that other providers can. It has a commitment to quality, environmental and WH&S systems, whilst using commercial benchmarking for comparison. The position has the primary purpose to perform the duties of Gatekeeper at the Council’s Waste Management Facilities and to promote Council’s service image by providing courteous, responsive and effective customer service. RELATIONSHIPS Reports to: Coordinator Resource Recovery Staff Responsibility: Nil Key Internal Relationships: Other staff within the Waste Resource Management team and other Waste & Support Services team members Key External Relationships: Customers & Service Contractors SPECIFIC RESPONSIBILITIES * Operate computerised weighbridge. * Issue receipts and invoices and handle monies and associated reconciliations. * Direct traffic to appropriate areas of the Waste Management Facilities dependent on load type. * Report all accidents/incidents and maintain an incident register. * Maintain logs of contractor attendance at Waste Management Facilities. * Advise the Coordinator of operational difficulties at the Waste Management Facilities. * Ensure that any work place injury or incident is reported promptly in accordance with the adopted policies and procedures * Complete all work assigned to you in a productive and timely manner to satisfactory standards of quality. * Follow and report on the Quality, Environmental and WHS procedures relevant to the activities carried out. Report on all system and procedure failures as they occur. * Ensure prompt and appropriate response to all emergencies involving possible danger to staff and the public. * Ensure that all dealings and interactions with members of the public, members of other authorities or organisations are carried out in a manner that is consistent with Council’s customer service standards and commitment to providing a high level of customer service and satisfaction. * Receive and record bookings as required, for the disposal of animal carcasses, asbestos or other special waste * Attend toolbox, Team brief and other relevant meetings and keep your team leader informed of operational issues that arise. Workplace Health & Safety Ensure compliance with WHS obligations and responsibilities as outlined in Councils policies and procedures and under the relevant WHS legislation. These include but are not limited to identifying potentially unsafe situations or work practices and notifying your Supervisor or Manager (or the Health, Safety Manager/Area Safety Representative); never performing a task that you believe is dangerous or for which you do not have the experience, or have not received appropriate instructions and training or where the correct equipment to carry out the task safely is not available; always work in a safe manner and in accordance with safety instructions, where applicable; use the work equipment supplied for the job, in accordance with the manufacturer's instructions), and any personal protective equipment, which the Council deems necessary and has provided; be safety aware and report any actions to your line manager which will assist the Council to meet its legal workplace health and safety obligations. You have the right to cease or direct cessation of unsafe work. In addition you are required at all times to comply with Councils Asbestos Management Plan and Policy. Compliance & Risk Customer Service Officers are required carry out duties in the workplace in a safe manner, following procedures and reporting hazards and taking actions to prevent accidents. Ensure any suspicious materials are examined for asbestos and if identified follow relevant SOP’s & SWMS SPECIAL CONDITIONS OF EMPLOYMENT The position involves Gatehouse duties at Council’s Waste Management Facilities located at Blaxland and Katoomba (as required). The position will be required to work weekends and public holidays as required by rosters and/or operational requirements. The roster may change in the future, or additional hours and days may be available from time to time. Non-rostered overtime may be required to be worked according to operational requirements. COMMUNICATION The position works in a small-team environment, communicating information across the team and other teams within the Waste and Support Services Branch and is involved in the development of processes and procedures to ensure continual improvement in the operation of the work activities. JUDGEMENT & PROBLEM SOLVING The position generally follows established, documented procedures and is required to: * Remedy day-to-day problems that arise within the team work place to ensure successful completion of assigned work; * Work in accordance with various Waste Resource Management and Council policies and procedures; * Identify problems and non-conformances in the delivery of work and seek assistance to ensure all problems and conflicts are resolved in a timely manner AUTHORITY The position follows set procedures in the collection, distribution and reconciliation of all monies, follows all reporting procedures and is responsible for traffic control and all movements in and out of the Waste Management Facility. SKILL, EXPERIENCE, QUALIFICATIONS & BEHAVIOURAL COMPETENCIES ESSENTIAL 1. Experience with computers/electronic cash registers. 2. Proven clerical and arithmetic skills. 3. Proven experience in conducting monetary transactions and reconciliations. 4. Able to work unsupervised. 5. Able to work in a team environment. 6. Demonstrate a flexible approach and be able to readily adapt to change 7. Demonstrated commitment to providing quality customer service. 8. Sense of civic pride/environmental responsibility. 9. Knowledge, understanding and commitment to EEO principles &WHS Act within the workplace 10. Possess a current NSW Driver’s Licence. DESIRABLE 1. Knowledge of Waste Management Facility operations.
